To do that, open Windows Contacts and click Export on the menu bar. Select CSV (Comma Seperated Values) in the Export Windows Contacts Window. Click Export.
Type a name for the file and click Browse. Select the location where you want to save the file and click Save. Click Next and select the fields you need and click Finish.
Open Outlook and click File - Import and Export. Choose Import from another program or file. Click Next. Select Comma Seperated Values (Windows) from the list and click Next. Browse to the location where you saved the CSV file and click Next. Select the folder where you want to import the folder to and click Next. Check the file you want to import and follow onscreen instructions and click Finish. This is it. Connect your device to sync.

I have no "export" choice in the windows contacts menu, what can I do?
You should see it in the Menu bar next to Import.
Even I had gone nuts first time to find missing export and import in Vista Contacts. Later somehow I found it.
1) Open Contacts
2) Right click on right side contact area...select "Customize this folder..."
3) Select "Contacts" in dropdown box. Click Apply or OK.
Done!
Damn those idiots on MS. They think they have done great job by hinding basic things we require everyday. They had also hidden "Add/remove programs" or "Install Windows Componennts" or "Games" etc etc. Too many things they did just to annoy us.

THANK YOU SO MUCH!! This is exactly what I needed to fix my contact folder to have the import and export, and apparently the rest of the contact folder functionality!
