Opera mini works on any Java enabled phones, including Windows Mobile with Java virtual machine. There are two ways to download the software: On this page, just select your country and type in your phone number. You will receive a link by SMS to download the software to your phone. I tried that, but haven't got any SMS yet. You can also point your existing phone browser to http://www.operamini.com/ and start the download. Which is, in my opinion, the easiest way to go.
